Understanding New Exchange Marketplaces for Health Insurance

The Patient Protection and Affordable Care Act of 2010 (ACA) requires health insurance exchanges—marketplaces for individuals and small businesses to purchase health insurance—to be established in every state and the District of Columbia by January 1, 2014. Open enrollment for insurance sold in these new marketplaces will begin in October 2013 for coverage effective January 1, 2014, when individuals will be required to have health insurance coverage or face a penalty. In this Forum session for congressional staff, speakers discussed the timeline for implementation milestones, the three exchange models (state-based, federal-facilitated, and partnership) and states' choices regarding these models, IT infrastructure required for implementation, and outreach and consumer engagement activities related to exchanges.
