Medicaid & CHIP

This briefing focused on Medicaid and the Children’s Health Insurance Program (CHIP) which provided health coverage to 72 million and 8 million individuals, respectively, in FY 2013. The session began with background information about how Medicaid differs from other payers and high-level descriptions of beneficiaries, spending levels, and projections. Statutory authority, program administration, and federal and state roles were spelled out for each program. Other topics included eligibility, benefits and cost sharing, and payment and financing including the federal medical assistance percentage (FMAP). Selected policy issues including Medicaid spending and enrollment, state flexibility and the use of waivers, payment and delivery system innovations, the impact of state decisions regarding ACA eligibility expansion, and the reauthorization of CHIP were also discussed.
