Phyllis Simpson Sherard, MPA, MHA, PhD, is Cheyenne Regional Health System's chief population health and strategy executive. She is responsible for developing new era competencies for the health system's continued success in a reformed health care environment. Keys to new era success include approaching care decisions by asking, "What is the most appropriate type of care and site of care for this patient?" and by ensuring that a well-coordinated continuum of care is in place to meet the needs of patients and their families.
Dr. Sherard also oversees the Wyoming Institute of Population Health, a trademarked division of Cheyenne Regional. The Institute was formed to help Wyoming communities and their health care providers take a more proactive approach to patient care and population health management, reaching out beyond the traditional four walls of a hospital or a clinic to address the challenges of caring for frail or vulnerable populations, rising chronic disease rates, and delivering evidence-based preventive health services. At the Institute, Dr. Sherard leads a team of subject matter experts to inspire, create, and test innovations in people- and community-centered care.
In 2012, Dr. Sherard was awarded an Innovation Advisor Fellowship by the Center for Medicare and Medicaid Innovation (CMMI) for her proposal to scale several successful patient-centered medical home (PCMH) pilots statewide. She now serves as the principal investigator of Wyoming's $14.2 million Health Care Innovation Award (HCIA): Medical Neighborhoods Transform Rural Healthcare Delivery.
Before joining Cheyenne Regional, Dr. Sherard spent 20 years with the Wyoming Department of Health, retiring from public service as the deputy director of that agency. She also served as a technical advisor to two governors on how to foster greater accountability in strategic planning, management and budgeting.
