James Wotring, MSW, ACSW, is assistant professor and director, National Technical Assistance Center for Children’s Mental Health at Georgetown University Center for Child and Human Development. In this role he consults with states and communities on a variety of topics and supports a staff of 15 to 20 full- and part-time faculty and staff who provide training and technical assistance throughout the country. Prior to this he served as the director of Programs for Children with a Serious Emotional Disturbance with the Michigan Department of Community Health (MDCH). He has served as the principal investigator for two Substance Abuse Mental Health Services Administration (SAMHSA) System of Care grants and an R-24 research grant jointly funded by the National Institute of Mental Health (NIMH) and SAMHSA. He completed a 1915(c) waiver for children with a serious emotional disturbance that was approved by the Centers for Medicare & Medicaid Services in the fall of 2005. He has consulted both nationally and internationally on such topics as wraparound, financing systems of care, and more recently on outcome management and change management related to dissemination of evidence-based practices.
Before joining the MDCH in December 1994, Mr. Wotring was the Child and Adolescent Service System Program (CASSP) director for Michigan. Previously, at the Judson Center, he was the special project director and helped form the Michigan Home-Based Family Service Association and developed home-based services for Michigan’s public mental health system. Prior to working on state-level projects he was a program administrator for a residential treatment program and assistant director for an outpatient clinic. He has worked with the child welfare and juvenile justice systems as well as the mental health system. He worked for community mental health centers in both urban and rural areas. He has completed postgraduate training in family therapy, leadership, and consultation.
