Bruce Kamradt, MSW, is the administrator of Children’s Mental Health Services for Milwaukee County and director of Wraparound Milwaukee, a unique system of care annually serving over 1,400 children with serious emotional and mental health needs and their families. Created as one of the first publically operated managed care entities in the country, Wraparound Milwaukee pools over $45 million per year from Medicaid, Mental Health, Child Welfare, Juvenile Justice, and the schools to provide a comprehensive array of services and supports for families.
Wraparound Milwaukee operates from an individualized, strength-based and family-driven care philosophy utilizing components including care coordination, mobile crisis teams, and an extensive array of over 70 services and supports delivered by a provider network of over 200 agencies. Wraparound Milwaukee was recognized in 2004 by the President’s New Freedom Commission on Mental Health as an exemplary program in children’s mental health and was Harvard University’s–Kennedy School of Government’s 2009 winner of the Best Innovation in American Government. Mr. Kamradt has served as a consultant to many states and communities on systems of care design, development, and financing and has written numerous articles, papers, and monographs on the Wraparound Milwaukee model.
