Bernadette Fernandez is a specialist in health care financing at the nonpartisan Congressional Research Service (CRS). Her work focuses on private health insurance issues, including employer-sponsored health benefits, regulation of health coverage, and federal and state health reforms. She also works on issues related to medical liability insurance and the intersection of malpractice with patient safety. Before joining CRS, Ms. Fernandez worked on health policy issues at the U.S. Department of Health and Human Services and for the Committee on Energy and Commerce, U.S. House of Representatives. She earned a bachelor’s degree in sociology from the University of California, Los Angeles, and a master’s degree in public administration from Columbia University.
