Summary

This briefing, the second in a series on the fundamentals of health care programs and policies, provided an overview of private health insurance including the effects of the Patient Protection and Affordable Care Act (ACA). Specific topics covered in this session include: features of markets for group and nongroup insurance; trends in private health insurance premiums, coverage, cost-sharing, and out-of-pocket spending; rating rules pre- and post-ACA; ACA insurance market reforms, essential health benefits, exchanges, premium tax credits and cost-sharing subsidies; employer requirements; and the individual mandate.
