Implementing the MMA: Insights from Two Seasoned Administrators

This meeting presented two experienced past administrators of Medicare and Medicaid to share their experiences, insights, and priorities for implementation of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA). Each identified potential pitfalls and concerns, from the standpoint of years of experience at the helm of the agency charged with implementing this major new law. Nancy-Ann DeParle and Tom Scully described the steps needed to bring the new drug benefit to full operation by January 2006, as well as commented on the many other changes to Medicare and Medicaid programs called for in the MMA. Linda Fishman, a former senior Congressional staffer and official at CMS, provided additional comments on the new law and potential implementation issues.
