The Medicare Prescription Drug Proposals and Health Insurance Risk

This meeting focused on the risk provisions of the two Medicare prescription drug proposals—the Prescription Drug and Medicare Improvement Act of 2003 (S. 1) and the Medicare Prescription Drug and Modernization Act of 2003 (H.R. 1)—being debated in Congress. Speakers discussed the fundamentals of health insurance risk, including an explanation of the various risk-sharing mechanisms, such as risk corridors and reinsurance. Speakers also considered the impact of the different proposals on the various Medicare stakeholders, including private plans, pharmacy benefit managers, the federal government, and Medicare beneficiaries.
